My girlfriend is a big topless tanning fan, she just wants to find a place were she's not going to be the only girl topless, we've been told Caesars is a good spot, any thoughts on that? Caesar's, Mirage , or Mandalay Bay Wynn has a Euro pool for topless sunbathing and swimming.
